Linc has taken numerous USA Risk Group clients from conception to full scale operation by using innovative, creative approaches and accessing a network of financial and insurance contacts developed through years of interaction in the alternative and traditional insurance marketplace. |
![]() | Gary Osborne, President of USA Risk Group, Inc.Gary, a Scottish Chartered Accountant, presides over the entire USA Risk Group family. He develops innovative alternative and traditional risk strategies and programs for clients and prospects of USA Risk Group. With over nineteen years of experience in the alternative market, he has been involved in the establishment of numerous single parent captives, association captives, risk retention groups, and traditional group insurance programs. He has also spoken at several national industry conferences, served on the NRRA membership committee, and was Treasurer of the Hawaii Captive Insurance Council. He currently serves on the Legislative Committee of the Vermont Captive Insurance Association and serves as a faculty member for the International Center for Captive Insurance Education. |
![]() | Andrew Sargeant, Chief Operating Officer of USA Risk Group, Inc.Andy, an English Chartered Accountant, has been involved with the formation and management of captives since 1980 when he moved to Bermuda from the U.K. He transferred to Vermont in 1992 and has been with USA Risk Group of since 1995, currently serving as President of all onshore captive management offices and Chief Operating Officer of the group as a whole. With hands on experience in managing both offshore and onshore captives, Andy brings an invaluable insight to all aspects of a captive’s operation. He is a former Director of the Vermont Captive Insurance Association. |

He has held senior positions with USA Risk Group's mass merchandising operation (NCA) and our managing general underwriting operation. Eric is currently the president of USA Risk Group's Alternative Market Services Division and as such oversees all non-captive operations of the Group. He is also president of USA Risk Group Managers and USA Risk Group of the Virgin Islands. He has created the GapAssist(tm) product and our Decision Tree underwriting software. GapAssist(tm) is a financial service providing uncollateralized Letters of Credit for Gap collateralization. USA Risk Group's Decision Tree software is a web-based, interactive, dynamic, underwriting tool. |

![]() | Martin Hole, President, USA Risk Group (Barbados), Ltd.Martin joined USA Risk Group in January 2008 as part of the purchase of MIMS International (Barbados), Ltd. In this position Martin in responsible for the management of the Company’s operations in Barbados, planning, developing and producing new areas of business and oversight of the captive management services provided. Prior to joining USA Risk Group, Martin led MIMS International for over 20 years. He has also held positions with Texaco Limited, Heddington Insurance Limited, American International Company, Ltd., American International Underwriters and Excess Insurance Company. Martin has been a director for the Barbados International Business Association, past President of the Barbados Exempt Insurance Managers Association and a member of the Barbados International Financial Services Advisory Committee. |
![]() | Jeff Kenneson, Senior Vice President Business Development of USA Risk Group, Inc.Jeff, a Certified Public Accountant since 1990, has over 19 years experience in the captive insurance industry. Jeff has had experience working for a large broker, a self-managed captive insurance company and for the past 10 years has focused the majority of his time in the creation and formation of captive arrangements ranging from single parents to sponsored facilities to risk retention groups. He is an active participant with the Vermont Captive Insurance Association and other industry associations and has also spoken at several industry conferences. He has been a member of the VCIA’s legislative committee for the past 10 years. Jeff holds the ARM designation which he earned in 1998 and has been a licensed insurance producer in the State of Vermont since 2005. He is a graduate of the University of Vermont with a degree in Business Administration. |

Marc has over eighteen years of experience in the captive industry and is the founder and developer of CaptiveGuru.com, an industry specific website. In addition, Marc was the author and driving force behind the passage of the Arizona Captive Law, as well as founding and presiding over the Arizona Captive Insurance Companies Association. Marc's creativity and experience in the captive industry, along with the resources of USA Risk Group, will ensure a leading position in alternative risk in the Western United States. |

Paul joined USA Risk Group in late 2005 as Senior Vice President of USA Risk Group (Cayman), Ltd. In this position Paul is responsible for managing the Cayman office and dealing with all insurance related activities of client companies under management. Paul has over 15 years of experience in the insurance industry, most recently as Partner and Insurance Manager of JLT Risk Solutions (Cayman), Limited. In this position, Paul was responsible for insurance related activities of client companies, including brokerage insurance technical support and program design. Paul is British and holds the Associate of the Chartered Insurance Institute, England. |
![]() | Thomas R. McMahon, President of Cedar Management LimitedThomas (Tom) McMahon was born and educated in Ireland . He attended University College Galway from 1980 to 1983 and graduated with an honours degree in commerce. Tom qualified as a Chartered Accountant in the autumn of 1987. In September 1988, Tom joined the firm of Coopers & Lybrand in Bermuda as an audit senior and served as an audit manager with the firm from June 1990 to June 1993. A significant amount of his time was spent on clients who formed part of Bermuda international business community - from captive insurance companies to large excess insurers as well as banking and mutual funds. In July 1993, Tom assumed the position of Financial Compliance Manager with ACE Insurance - one of the Island’s premier international insurers and the provider of high excess liability and directors and officers coverages. He was responsible for the company’s SEC reporting requirements, taxation and budgeting. In September 1994, Tom joined Continental Risk Services (“CRS”) - the captive management arm of the Continental Insurance Group, which subsequently became part of the CNA Group of Companies. In January, 2005, Tom, along with Michael Larkin and Dennis Silvia completed a management buy-out of the company and changed the name to Cedar Management Limited. Since joining the Company in 1994, Tom has been actively involved in the establishment and management of single parent and group captives and segregated account companies. |

Newton, Senior Vice President of USA Risk Group South Carolina, Inc.As Vice President of South Carolina operations, Paul is responsible for a portfolio of clients and serves as the primary contact for South Carolina clients and the South Carolina Department of Insurance. Paul earned a degree in Economics at Clemson University and completed a concentration in Accounting at the College of Charleston. A Certified Public Accountant since 1991, he has worked extensively in both public and private accounting and is active in the South Carolina Association of Certified Public Accountants. He is a former Director of the South Carolina Captive Insurance Association. |
![]() | Dennis Silvia, President of Cedar Consulting, LLCOver the last 17 years Dennis has been engaged in various aspects of the insurance industry. He has served as an agent, an insurance company executive and in the marketing, design and analysis of alternative risk products including large deductibles, self insured retentions, captives, risk purchasing groups and risk retention groups. Dennis holds the Chartered Property and Casualty Underwriter designation from the American Institute for CPCU and the Accredited Advisor in Insurance designation from the Insurance Institute of America. He earned a Masters Degree in Management from Regent University with an emphasis in alternative risk financing. Dennis has helped in the design and implementation of many successful alternative risk programs including ones in the nursing home, general construction, trucking, taxi, charter bus and roofing industries.He is a regular contributor to articles about captive insurance issues and topics as well as serving as a panelist for captive conferences and serves on the faculty for the International Center for Captive Insurance Education (ICCIE). |

Through his management, NCA has grown into a national agency providing its services in 42 states to a variety of organizations and associations. Tom is also President of USA Financial Resources Group, Inc., which is a Registered Investment Advisor firm specializing in Alternative Market Capital Management. He worked for many years as a stockbroker and principal for an NASD member firm. His 30 years’ experience in financial services and insurance services gives him invaluable knowledge of both industries. He is knowledgeable in all areas of program administration, including program design, carrier relationships, marketing, payroll deduction, sales and service center operations. Tom has aligned the Registered Investment Advisor firm with the top capital managers in the Alternative Market Solution sector. In addition to his Property & Casualty, Life, Health and insurance licenses, Tom holds the Series 65 securities license and a NY State Real Estate Agents license. |
